CLP stands for CLP Power Hong Kong Limited. CLP operate a vertically integrated
electricity generation, transmission and distribution business, which is regulated
by the HKSAR government. With an installed generation capacity of 6,908 megawatts,
and a transmission and distribution network of some 12,958 kilometres, CLP supplies
electricity to approximately 80% of Hong Kong's total population. Being the flagship
subsidiary of CLP Group and the largest electricity provider in Hong Kong, our Hong

2. What is CLP SMS?
CLP SMS an on-line registration system for all existing and potential suppliers
wishing to be considered for future business opportunities with CLP. Through CLP
SMS, suppliers can maintain their contact, banking and product and service information
for use by CLP. CLP SMS is operated on behalf of CLP by Achilles Information.
3. Why is CLP SMS used?
CLP SMS is a single easy access channel for all existing and potential suppliers
to register for CLP business opportunities. CLP SMS enables suppliers to provide
and maintain the information that we require via the Internet. This information
is then used for maintaining records in our finance system, as well as by our buyers
for identifying suppliers and contractors for future tenders and contracts. By centralising
the electronic collection and maintenance of supplier information CLP SMS streamlines
our supplier registration processes making them more efficient for both CLP and

CLP has appointed Achilles Information Hong Kong Ltd. to operate CLP SMS on their
behalf. Achilles Information Hong Kong is part of the Achilles Group, a leading

5. What information do I need to provide for CLP SMS registration?
All suppliers will need to complete the mandatory fields in the registration questionnaire
which includes information about your company, contact information for CLP, social
and ethical practices and your products and services. To download a hard copy of
the questionnaire please click here. You will also be asked to provide a copy of
your company’s business registration certificate or equivalent for verification.
An electronic copy of your certificate can either be uploaded directly to the system
or faxed to the Service Desk at Achilles Information on +852 2815 7120.
6. What is APUG SMS?
APU SMS stands for the Asia Pacific Utilities Supplier Management System.
It is a central supplier registration system used by buyers from the APUG members
to source and select suppliers and contractors for upcoming tenders and contracts.
CLP is a member of APUG and also uses APUG SMS to collect information on suppliers
so that they can be considered for future business opportunities. Achilles operates
the APUG SMS for CLP and the other members of the Asia Pacific Utilities Group.

7. Do I need to register on both CLP SMS and APU SMS?
All companies wishing to supply to CLP need to register on CLP SMS. As part of your
registration on CLP SMS, you will be asked to identify your company’s products and
services against the common coding structure. The supply of certain products and
services, identified by the codes, are consider as high risk by CLP. Any suppliers
wishing to supply these products or services will be required to complete a more
detailed assessment by also registering on the APU Supplier Management System
8. After registering on CLP SMS, when will CLP invite us for business opportunities?
The timing of RFQ (Request for Proposal) will be according to the business needs
of CLP. Our advice is that you ensure your contact details and product and service
codes on CLP SMS are kept up-to-date so that we can contact you when an appropriate
business need arises. We also recommend that you have a digital certificate ready
and recognized with CLP. This is for use in our on-line tendering system, ESP, so
that when we issue an RFP there is enough time for you to submit a bid. (Please

9. If I do not register, will I still receive tender invitations from CLP?
No. If you do not register or update your registration periodically, CLP will have
no way of identifying your company information and therefore will not be able to
contact you for any future business opportunities.
10. If I need to change my company or contact details after registration, what do

12. Can my company have more than one registration on CLP SMS?
No. Only one registration is allowed per supplier.
13. Do I need to apply for a ‘Digital Certificate’ before CLP SMS registration?
No. A digital certificate is only required when there is a business opportunity
for you and you are invited to submit a tender bid in CLP’s ESP system. However,
it is advisable that you apply for a digital certificate in advance and update the
CLP SMS questionnaire periodically. For your information, it usually takes at least
3 weeks to apply for a digital certificate in Hong Kong. (Please refer to www.clpgroup.com

14. Do I need to submit a hard copy of our company’s product catalogue separately
by hand or mail/email?
No. The individual buyers within CLP will contact you if he/she requires additional
15. Is there a charge to register on the CLP SMS?
There is no charge to register on CLP SMS. However, if you wish to supply products
and or services consider high risk by CLP then you will be required to complete
a more detailed assessment by registering on the APUG Supplier Management System
(APUG SMS). There is an annual registration fee for APUG SMS and for further details
if you apply for a digital certificate, the application may incur a charge from
the relevant Certification Authority.
16. Will CLP pay me back the costs if there is no business opportunity for my company?
CLP SMS is free to register, however suppliers will have to bear their own cost
for applying for a digital certificate, and or to register on APUG SMS.
17. What are the technical requirements for using the system?
The minimum system requirements to access and complete your CLP SMS registration

- RAM: 256 MB or above
- Screen Settings preference: 1024 x 768 pixel resolution or above
- Operating system: Microsoft Windows XP or above; Mac OS X 10.4 or above
- Internet Browser: Microsoft Internet Explorer 6, 7 and 8, Mozilla Firefox 2.x or
above; Safari 3.x or above; Google Chrome

18. I do not have a computer? What should I do?
CLP strongly encourage bidders to conduct business via electronic means. Should
you have any particular reason for exception, please contact the corresponding buyer
19. Does CLP SMS support Chinese data input and document upload in Chinese filename?
No. CLP SMS currently does not support Chinese data input nor Chinese file/folder
20. Does CLP SMS have any file size upload limit?
Maximum file size for uploading is 3MB.
